Maulio Rodriguez was born in Mexico City in 1958. He graduated from the National Autonomous University of Mexico (UNAM) with a bachelor's degree in electrical engineering in 1981. He then obtained his master's and doctoral degrees in electrical engineering from the University of Texas at Austin in 1984 and 1988, respectively.
